Marine Personnel Specialist

The Marine Personnel Specialist will support the wider Personnel Operations Team, bringing Personnel expertise within our head office and ensuring the provision of long-term crew planning and scheduling, crew engagement, executed with a focus on qualified, experienced, and competent seafarers. The role holder will ensure compliance against company and client requirements for all technically managed vessels.

Key Responsibilities

  • Responsibility for crew scheduling of our technical managed fleet, ensuring sufficient crew to meet commercial and client demands.
  • Effective liaison with the crew management team as well as the operations department and recruitment to plan seafarer rotations and maintain manning levels within budget fleet wide.
  • Ensure ships have the appropriate balance of necessary vessel type experience and OCIMF / Owner matrix compliance.
  • Ensure compliance with training matrices and P010 procedures for all seafarers, identifying and analysing training needs.
  • Ensure staff rotations are accurate and up to date in COMPAS. Run daily/weekly reports to ascertain compliance statistics against agreed internal and external client deliverables.
  • Manage seafarer queries, including coordinating responses in line with Company procedures, and managing relatives, as necessary.
  • Schedule candidates, under our crew mobilisation process, supporting joining crew in obtaining the necessary shipboard documentation as well as returning crew with future assignments.
  • Lead on communication with external partners including manning agencies, ensuring effective onboarding and offboarding of crew.
  • Seamlessly resolve scheduling issues for both planned and unplanned events, with follow up analysis carried out to manage any corrective actions.
  • Support Marine Personnel Lead and Head of Marine Personnel Operations with the onboarding and offboarding process.
  • Support the Marine Personnel Lead with all disciplinary matters relating to managed crew as necessary 
  • Deputise for the Marine Personnel Lead as required
  • Work with Clyde Travel and local port agencies to co-ordinate global travel for shipboard teams, ensuring cost effectiveness in line with budgetary requirements.
  • Strong knowledge and understanding of the Standards for Training, Certificate and Watchkeeping Convention (STCW) including certification requirements by rank, supporting the Marine Personnel Lead with updates to the code and dissemination to the team.
  • Attend and input to meeting and reporting requirements as and when required to support client deliverables
  • Other tasks and adhoc project work as deemed necessary and relevant by the Company

 

Candidate Requirements

  • Degree qualified or equivalent experience
  • Experience and firm understanding of ISM, STCW, MLC, and TMSA requirements.
  • Competency in a scheduling role, in the marine industry or another sector.
  • Experience working with a complex crewing system (COMPAS) with an ability to manage this system and scheduling requirements.
  • Experience in running what-if scenarios and schedule risk analysis.
  • Ability to produce clear and concise information that will assist senior management decision making
  • Outstanding communication, presentation and stakeholder management skills will be essential for this role, allowing you to forge and maintain strong working relationships.
  • Focus on continuous improvement, striving to improve the quality of scheduling output and KPI/SLA compliance.
